The launch of this web site comes along with the initiative of "eGovernment" which aims to provide governmental services for clients through the Internet. We believe that this will help the Qatari general management to pass the bureaucratic aspect and concentrate on clients.

The goal of developing the public services in such manner is not limited to convey with fundamental developments occurred in the last two centuries, especially in information and communication technologies, and renewal of the concept of general management theory, or even contributing in establishing the state of organizations and supremacy of law which the country aims to achieve in order to reach the lasting development, but it is much wider to include all of what have been mentioned plus other future plans determined by H.H Shaikh Hamad Bin Khalifa Al Thaini, the Emir of Qatar, to embody a vision "of a ruling pattern in the 21st century in which the relationship between the government, citizens, commercial community, non-profit sector is developed in parallel with traditions and customs."

I would like to draw your attention to the fact that the information and data of the eGovernment project which is assumed to be finished in 2004 will not be static. On the contrary, the data will be updated and we will make sure that it will convey with the structural changes of any of the ministry activities either if it is related to its legislation, financial policy, or even any procedure requested from the clients. More important we assure our clients that this strategy will be executed based on aspects of transparency and legitimacy.

The transparency was always one of the features of Qatari government work, so it is not any strange that the Transparency International has classified State of Qatar in the 32 class from 133 countries in 2003 concerning transparency. Also, eGovernment project of Qatar has awarded Global Top Award for this year.

The cooperation and support of citizens to the government and its provided eServices will speed up the process of transferring State of Qatar from the phase of "information society" to "knowledge society".
